President of the European Council Herman Van Rompuy believes that the European Union should find comprehensive solution to end the Ukrainian crisis, according to which Ukraine will be a decentralized or federalized country, as he announced at Paris Institute of Political Science, reported the European Truth.

"Since the Minsk cease-fire agreements were reached on September 5, there have been killed almost 1,000 persons. I do not call this a ceasefire anymore. A new such a regime will suffer the similar fate if everything stays just the same," said Van Rompuy.

There is another fact playing a key role that Ukraine should move closer to the EU, according to the wishes of the majority of Ukrainians, and also to establish proper relations with Russia with which it shares the common history, culture and language, he said.
