The trilateral contact group of representatives of Ukraine, Russia and the Chairman of OSCE, who held a meeting in Kyiv on December 9, 2014, expressed concern about unreadiness of “representatives of several regions of the Donetsk and Luhansk oblasts” for substantive negotiations on the ceasefire in the Donbas, as they disrupted the consultations planned for December 9, according to the group’s statement for the press made on December 9.

“All participants expressed concern about the fact that the representatives of several regions of the Donetsk and Luhansk oblasts of Ukraine were not represented in a proper manner, avoided substantive discussions on cessation of combat actions, peace restoration in Donbas and disrupted the consultations planned for today in Minsk,” said the group.

“They emphasized the need of urgent additional efforts to completely implement all provisions of Minsk Protocol of September 5 and Minsk memorandum of September 14, 2014, which were based on the peace plan of President Poroshenko, and which lay the groundwork for the peaceful settlement of the situation in Donbas,” according to the statement.
